The establishment of power in the Bahai organisation have an intelligence and security role.

1. The International Propaganda Organization is an appointed organization whose members are appointed by the ‘House of Justice’ today.

2. The task of the propaganda office is to propagate and protect the baha’is throughout the world.

3. Protection means security in an organization, so obtaining information from inside and outside the baha’i organization and reporting them to the ‘House of Justice’ is the most important duty of this organization.

4. All bahais are members of this organization, so they all have this duty. They pass the requested information to local bahai circles and then to national circles, then to continental advisers, to Dar al-Tabligh, and finally to the ‘House of Justice’.

1. The Bahai. Organization consists of two types of organizations. Elected organizations and appointing organizations. The Bahai Organization is controlled and directed by most of the appointed organizations. The House of Justice has an appointed organization called the International Propaganda Office, which it directly oversees. The members of this organization are directly selected by the House of Justice.

2. The International Propaganda Organization was established in 1973 and has its own sub-categories. The Propaganda Organization supervises the continental advisors and their deputies. The center of this institute is in the city of Haifa. In fact, the Baha’is in all parts of the world are the benefactors of a group under the supervision of the Dar al-Tabligh organization and it operates under its banner. The members of the Dar al-Tablig organization were appointed by the ‘Ayadians Amrullah’ till they were alive. Today, when Ayadyan Amrullah is not alive, all the members of Dar al-Tabligh are appointed by the House of Justice and it supervises their work.

3- Duties of Dar al-Tabligh Organization: – Dar al-Tabligh organization and the organizations under its command have two important duties: the first duty is propaganda and the second duty is protection and guardianship. Therefore, obtaining information from different internal and external layers of the Baha’i organization is the most important task of this organization and the organizations under its command. They work for the internal protection of the bahai faith by obtaining information from bahai followers. Who spoke against the organization? Who violated the covenant? And so all bahais citizens in all countries are under surveillance. In the external protection of the bahai faith, they take care not to harm the baha’i organization from the outside. External protection requires that opponents are recognised and every micro information about them should be collected. Therefore, Daarut al-Tabligh collects all the information that a security and intelligence organization needs and provides it to the ‘House of Justice’.

4. It is the duty of all members of the bahai faith to gather information and pass it on to the higher echelons of the organization. Therefore, the baha’i faith is an organization whose members are active in the security establishment. Therefore, anyone who is associated with them for any reason should know this. The baha’i faith is a very large security organization. In addition to collecting and reporting the information of novice baha’is and non-baha’i citizens, it is also responsible for collecting information of baha’i citizens and sending them to a much higher level of the organization. (For internal protection), In every Bahai National Assembly, there are various committees, the most important of which is the Protection Committee.

5. All governments should ask the bahai faith why they have placed parallel security agencies in different countries alongside the country’s legal security agencies. Aside from the espionage debate, the very act of an individual or group gathering and sending information of people, especially under the banner of a religious organization, is a crime.

6. When we talk about someone that he is Christian or muslim, infact we talk about his belief but when they say that someone is a baha’i, they do not only refer to his belief, but here they say: he is a member of the baha’i organization and operates under the auspices of a large intelligence and security organization called the ‘Dar al-Tabligh’ organization.

The Book of Enlightenment by Helen Hornby confirms the above.

A) In paragraph 1094 of this book, "he considers the duty of the worshipers of ‘Amr’ullah’ to be propaganda and guardianship".

B) The second paragraph of No. 1087 on page 411 of this book says: "Finding complete information about Amrullah’s position in all parts of the world and being able to use this knowledge to prepare and send reports to the Great ‘House of Justice’ .

C) The fourth paragraph says: All ‘Ayadians’ are members of ‘Dar al-Tabligh’ and all of them should be informed about the activities through reports wherever they are.

D) Continental Advisory Boards operating under the auspices of Dar al-Tabligh: In issue 1088 of this book, it says: The duty of this board is to guide the deputy boards in protection and propaganda and to report all issues to the followers of ‘Amrullah’ and the ‘House of Justice’.

E) Resolution No. 1091 states: "In addition to its duty of protection and promotion, the Advisory Board shall ensure the full receipt of information (from national circles)."

F) Resolution No. 1093 states: "Not only continental advisers but also national bahai circles have the duty of protection and propaganda and are required to cooperate with the circles."

G) In issue 1095, this book also considers the duty of local bahai circles to be the same as propagating and protecting ‘Amrullah’ .
